Duties and Responsibilities
The City of Centralia (pop. 13,000) seeks applicants for the position of City Manager. Centralia is a growing community with a positive business climate located in south central Illinois, approximately sixty miles east of St. Louis. Over the past 8 years, the total budget has decreased by over $10 Million without increasing the annual tax levy. The sales tax rates have not increased and the municipal debt has decreased. Centralia is a Council/Manager form of government with an annual budget of $27 million with 97 employees. The current City Manager is retiring after 8 years.

The City Manager works closely with the Mayor and Council, administers day-to-day activities, appoints and directs all department heads and staff, and is responsible for carrying out all established/adopted policies of the Mayor and Council.

Job Requirements:

Minimum Requirements
Educational requirements include a relevant bachelor’s degree, such as public administration, public policy, business administration, or related field. A relevant advanced degree is preferred. Experience in municipal government or a combination of education and experience that provides equivalent knowledge, skills and abilities will be considered.

Desirable Training and Experience
The successful applicant should possess a minimum of five years of experience in a leadership position in municipal government as a City Manager or Assistant City Manager. Leadership skills should include strong interpersonal and written and oral communication skills, the ability to establish and maintain effective/productive cooperative relations with other state and federal governmental agencies, and should be results oriented. The applicant must possess strong fiscal management skills and the ability to make effective/efficient use of available resources. Experience and a successful background in economic development including management of Business and Tax Increment Finance Districts, Enterprise Zones, and Planning and Zoning as well as experience in collective bargaining, human resource management and negotiation of agreements will be major factors in the selection process.


The salary is based upon qualifications and includes a liberal fringe benefits package that includes: health insurance, life insurance, and Illinois Municipal Retirement Pension.
