Job Description:

Direct, manage, supervise and coordinate the activities and operations of the Wastewater Treatment Plants within the Public Works Department. Duties will include assisting in the planning and organizing of long-range programs related to the wastewater needs of the City as well as environmental control programs including wastewater pre-treatment storm water discharge, sludge disposal, and wastewater collection systems. Superintendent will also coordinate assigned activities with other divisions, departments, outside agencies, engineer and the general public along with providing highly responsible and complex administrative support to the Director or Public Works.

Essential Duties and Responsibilities
Shall include but not be limited to the following:
1. Plan, organize; and direct the activities of the water production and treatment facility and the wastewater treatment facilities and WWTP & WTP maintenance activities as directed by the Public Works Director.
2. Assist the Director of Public Works and/or the City Manager in the long range planning for municipal wastewater systems, including treatment facilities, water storage and distribution systems, and sewer collection systems.
3. Manage and participate in the establishment and implementation of goals, objectives, priorities, policies and procedures for all personnel to ensure the proper operation and administration of the wastewater treatment plants and WWTP & WTP maintenance employees.
4. Direct, coordinate and review the work plan for assigned environmental control services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; meet with staffto identify and resolve problems.
5. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review said needs with the Director of Public Works and City Manager; and implement improvements.
6. Organize and administer appropriate environmental code control activities and code compliance programs with those of other divisions and outside agencies and organizations; ensure compliance with permit provisions;
7. Participate in the municipal water and wastewater rate-setting procedures as well as the negotiation and administration of the water and wastewater utility service contracts.
8. Provide assistance to the Director or Public Works and participate in the development and administration of the annual budget for the wastewater treatment plants; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

Job Requirements:

Minimum Requirements
Physical Demands and Work Environment
1 ·Must have ability to stand, walk, reach with hands and arms, climb and/or balance and stoop, kneel, crouch, or crawl for majority of work day.
2. Must have ability to adequately feel, hear, see, and smell to appropriately perform the required duties.
3. Regularly exposed to vibration, caustic chemicals, and wet/humid environments.
4. Regularly exposed to moving mechanical parts and outside weather conditions.
5. Noise level in work environment is usually loud.

Education and Experience
1. Completion of High School or GED certificate.(IEPA requirement).
2. Must possess and maintain an IEPA Class 1 Wastewater Certification.(prefer additional certifications for water treatment)
3. Must possess and maintain valid State of Illinois driver's license.
4. Prefer a minimum of 5 years supervisory experience in the water/wastewater field.

Other Skills and Abilities
1. Thorough knowledge of the methods and techniques by which the quality of wastewater is evaluated, tested, monitored and controlled as well as ability to assess lab records and their application to water and wastewater treatment.
2. Thorough knowledge of Federal and State laws, codes, and regulations as applicable to assigned environmental control programs.
3. Thorough knowledge of the principals, practices, operations and maintenance of wastewater treatment operations, equipment and machinery.
4. Be willing to attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of environmental control and code enforcement.
5. Be willing to attend meetings, seminars, and further education classes in order to maintain certificate through continuing education units. (CEU's).
6. Ability to maintain detailed records, logs, and reports of shift operations.
7. Ability to read and understand equipment schematics and O&M manuals.
